Starting or running a small business in Tamil Nadu? Here's every compliance obligation you need to be aware of.

Running a small business in Tamil Nadu means navigating a web of central and state compliance requirements. Missing even one can result in penalties, legal action, or operational disruption.

Labour law compliance

If you employ 10+ people: ESI registration is mandatory. At 20+ employees: EPFO registration kicks in. If you run a factory: the Factories Act applies from 10 workers (with power) or 20 workers (without power). The Shops and Establishments Act applies to all commercial establishments from day one.

Tax compliance

GST registration is mandatory if your turnover exceeds ₹40 lakhs (₹20 lakhs for services). Professional Tax registration is required in Tamil Nadu for all employers. TDS compliance applies if you make specified payments exceeding threshold limits.

Industry-specific requirements

Depending on your industry, you may need: FSSAI registration (food businesses), Pollution Consent (manufacturing), Trade Licence (local body requirement), and Fire Safety Certificate.

The biggest risk for small businesses isn't a single missed filing — it's not knowing what you're supposed to file in the first place. A compliance audit early on prevents accumulating obligations you didn't know existed.

Building a compliance calendar

Create a month-by-month calendar of all filing deadlines. EPFO ECR: 15th monthly. ESI contributions: 15th monthly. GST returns: 11th/13th/20th monthly. Professional Tax: half-yearly. Annual returns: varies by statute.

When to get help

If you have more than 10 employees or if compliance requirements are taking more than a few hours per month of your time, it's worth engaging a compliance consultant. The cost is almost always less than the penalties for non-compliance.
